Portfolio Head: Municipal Finance, Fiscal Policy & Revenue Enhancement 

THE CANDIDATE PROFILE

• Good understanding of the Public Sector and all relevant legislation and Regulations; and Policy directives (MFMA, PFMA).
• Working knowledge of legislative, regulatory, fiscal and policy directives governing CLIENT and LG
• Strong leadership skills with specific reference to the display of thought leadership in complex
• Stakeholder Management and Influencing skills (Lobbying and Advocacy skills with an activist profile).
• Strong analytical ability towards opportunity identification and problem-solving skills
• Ability to manage in a multidisciplinary
• Understanding of project/ programme management
• Practical knowledge of financial management and budgeting principles and

QUALIFICATIONS AND EXPERIENCE

• Relevant Post-graduate Masters in Economics/Finance or related fields will be advantageous.
• Valid Driver’s Licence; Extensive Travel
• At least 10 years’ experience operating at a senior management level within a medium to large sized organization preferably local government;
• Previous management experience in a multidisciplinary unit is essential;
• Ethical leader that places a high premium on integrity and confidentiality;
• Innovative thought leader
• Financial Management preferably local government
• Public Finance policy formulation
• Proven track record in developing financial turnaround strategies
• Proven track record in developing infrastructure financing solutions
• Proven track-record in successful Lobbying and Advocacy of critical issues
• Demonstrates a sound understanding of the Local Government Sector
• Sound track-record and experience in a local government finance essential
• Proven knowledge of the MFMA and other relevant local government legislation
